Solution is to just give forum admin/moderator to whoever is working on the mod, and then remove it from who isn't. The forums are unimportant.

Maybe it would work if admins didn't ban people for retarded reasons such as being republican or trolling or dead cats while they let links to pictures of hairy vaginas and threads to rows of dead foxes go free. I once wrote a nice little paragraph about the relationship between server admins and players on servers.

The jist of it was this:

Breaking a written rule is grounds for permanent removal. Just being annoying is plenty of reason to remove someone temporarily, however.
