That's the same thing as Gears of War does. And Killzone. And a bunch of other titles who are in love with the "stick to cover" mechanic which I myself find very annoying. Played through the whole Killzone2 without using that mechanic ever. That crap ain't necessary for anything else but looking cool.
I don't use it either in those kinds of games... they stick to cover I run up and shotgun there ass when they duck.

Surprise is tactics and strategy. An organized team will take the enemy by surprise. Hyper-lethal weapons also tend to reward teams who have infrastructure over ones who just rush -- it makes it more important to be able to spawn near the front and near key locations, basically. I think that that's good, since Empires is supposed to be RTS + FPS -- your spawnpoints should play a major role. If your team is doing well, dying won't be crippling, because you'll be able to spawn very close to somewhere important. If your team is screwing up completely... well, being on a team that screws up always sucks.
+ 1 I'm still trying to get used to the weapons on infantry maps.. As of now, they seem a little OP...
