I'd say it's the general decline of interest in source mods. In 2006 or so if you looked at the front page of moddb.com you would see it populated mostly with stuff about half-life 2 mods. Today, not so much. Source has aged and gamers who played hl2 at launch and got interested in the modding scene have aged. I feel like (total conversion) mods have been largely replaced by the abundance of indie games. They often have the benefit of lively community and being able to see the development up close. And you can even mod many of them!
Why I don't play 1) I get banned for utilizing a feature 2) I lag on the only server that is populated (VIPER) 3) VIPER has damage plug-in (it makes players think they are good; plus it has a ghosting incentive to it) 4) Chutes are still exploitable (I've seen it been done) 5) The map cycle is way too repetitive. 6) Empires gameplay is too repetitive. 7) My team refuses to listen to me and loses the game 8) People on my team join the other team (fucking bitches) 9) I'm not allowed to use racist slurs (n-word, jew) 10) pickled_heretic doesn't play 11) Players like apwall aren't there to make me want to play 12) It is nearly impossible to unrust unless you were a rofflewhore 13) I have to think about my future (studies, college-life, etc.) 14) My internet MIGHT be shit (Verizon be giving me problems lately) 15) DDoS attacks keep servers down (rare situation) 16) Admins suck on the only server populated (immature) 17) Admins are under disguise (aliases/alts) in order to catch me doing something wrong 18) Tattletales (GeekBoy) 19) Hobbes gets banned even though he didn't grief. I sticky stunned him. 20) Admins threaten you with a ban (I did this when I was admin, I can see why I was a bit of a dick) 21) Community believes the admins are aboosers (They don't really abuse, they just make terrible decisions) 22) People sit in spec and discuss what to change about the game (they don't even look at the pivotal tracker cause they are mentally unaware of its existence. 23) Developers don't blog any potential changes (It would be nice if I knew what was going to happen in the next version) 24) Custom scripts. I am completely fine with these. But if you cry about not having them so you can get them, then you make the decision that you don't want them, fuck you. 25) Not really a problem for me. It takes forever to download all the shitty models and materials from servers. 26) Custom models are basically cheating. Don't care what you say. It is cheating. 27) Servers refuse to turn on sv_pure 1 or 2 cause an admin has a problem with his client (he won't even update to steam client) 28) Harryhoot cheats. Others cheat as well (I do recall Krazer asking me for mine hacks) 29) Jeeps aren't rollbarless If you take away my right to 9-mine, I will find a way to destroy you. It is a FUCKING feature. You can't restrict a feature from the game (no matter what the flexibility of the rules are).

I'd love to play on the Epic server, but everyone bitches about that one too for different reasons. So I blame both servers equally. Which is to say, none at all. If the Empires community is anything to go by, servers in general are the death of Empires.
I think both servers should use the auto team select, Remove all over played maps, disable spec, and spam invites as soon as the update is released. Lets restore this mod to it's former glory
It's well known that you can't stop stacking simply by forcing auto-join, disabling spec is only going to piss people off and spamming invites is sometimes effective actually, but fairly temporarily.
1) Players aren't autoassigned, so there is the constant group of 6-7 fuckwads who sit in spec until they can join the favoured team 2) People who spawn as scout and proceed to do fuck all 3) VIPER admins consistently abusing the ungrief command EVERY FUCKING ROUND 4) Timezone for me sucks, only about 16-20 players on a server 5) Hobbes 6) Jeeps at 45 minutes in 7) Isle with 2 players 8) Stock standard research pathway (fuck you chem) 9) Lack of development 10) Stacking 11) Faggot, constantly-on-rotation maps (streetsoffire, rainbowroad, district with 16> players) 12) Terrible players 13) Terrible commanders, so not opting in isn't an option 14) Did I mention stacking? 15) People who have no business using a microphone, yet will not shut the fuck up EDIT: Just going to chime in to save Trickster some rant-time, lack of development doesn't come down to lack of effort and everyone's trying as best they can with what they have.
People hating on new people. Of course they are bad or don't know every aspect of the game, they're new god damnit!
I'd like to say I'm surprised this is still a problem... but I'm not. At least more "new" people are sticking it out and can now wave the flag of 'stop hating on the newbies'.
I tried something similar. People play on VIPER instead. If I make the server more hardcore then people just don't play on it. If it was entirely up to me on EPIC, there would be no turbo, no parachutes and no wages. But people don't want to not have that shit, just like they DEMAND that stupid damage indicator. Also, nice save Devourawr, I was about to flip until I saw that last line.
Lol trickster, I remember back when you were one of the main advocates of turbo jeeps (possibly parachutes too). How things have changed :-)
My main issue is that VIPER has it with no downtime. It's just turboturboturboturbo, no cooldown. If it had like a 15 second cooldown I wouldn't mind so much.
Get both servers to agree to eliminate spec for a few months. If no one plays anymore, then fine, you know Empires is just a glorified chatroom for most people now.
