The different maps could be part of a huge resource management system, too! When held, certain maps would give you bonuses, such as reduced vehicle and research prices, reduced building and research time, more efficient resource gathering, and more reinforcements at the start of maps. Hell, I'm even imagining global reinforcement management. When a conflict starts on a map, you would choose how many troops (reinforcements) you want to put into play on that map out of your entire pool. After a battle, the remaining troops would have to rest, being shuffled off into a R&R pool, returning to the main troop pool after a turn has passed (this would keep people from throwing all their troops into every engagement). The actual maps would greatly vary, having gameplay along the lines of escort, district, and the classic maps. They would all have to be original creations specifically for the campaign mode. The home bases for either side would be massive cityscapes, presenting challenging gameplay for both sides. Heh, no way the devs would be up for that much work. :p
Maps could be made by people outside the Dev team. World Models could be done by others aswell as designs and such.
This game type of whole countries being conquered map by map and being dynamic (choosing which territory to fight over next) was detailed in the Empires design doc back in 2004 by me. I'd like to implement it sometime, but it requires a lot of work.
