Turning X-COM into a FPS is essentially saying "We're too lazy to make a new IP, lets convert this classic we acquired the rights to into a FPS so we don't have to think as much." I bet it's just going to be an average shooter with an X-COM-themed coat of paint.
Possibly... Or its going to be a flat out copy of X:com Alliance and they will say they made up every gameplay mechanic and idea for it and never truely credit the people who made Xcom alliance.
