I was suspicious of "red tape" before seaching, however I was dead and had no need to look it up in particular, but after my death I stumpled upon it, well, basically i seached "engineering mind" vids on you tube, when i saw this:

Then I remember ... ummm RED TAPE`?!!!!??! Oh yeah spammed twice in the same sentence ... then i seached wilkipedia to make sure,
"Empires must be canceled because the HL2 engine is outdated and empires needs to much resources(work force~) for a small playerbase,
you use red tape to mark this ... " is my (not necesarily accurate) interpretion
