You can laugh but he's still sending me chat requests once a day. It's been probably 2 years since I last replied to him in any way. Walk a mile in my shoes or something like that I duno.
You can go to your friends list and click groups. Type in his name for groups you are associated in, and either have him removed from that group or remove yourself. The only way for you to get invites is if he is in the same group as you are, when I orchestrated a witch hunt last time Steam IT basically gave me their entire procedure when dealing with stalkers. Unfortunately nobody wanted to report the bastard with screen shots of him stalking people, so I had to do everything myself and it was dropped because of a lack of evidence when I gave them like 6 images of proof, and two whole pages of conversations. I personally blame the people for refusing to help get rid of the tick. Setting your profile to private or friends only helps, especially because he can just check the groups your in if its public and join them and spam more chat invites.
Block just doesn't work as we think it should. For example you blocked a friend and he can still see you online, playing games. Except you won't receive his chat message at all, which is really worse than simply removing him. EDIT: I just found an Empires related (kinda) group with *him* in it.
Have you considered that he doesn't care about you, some random that doesn't contribute to anything. Versus empty, who is basically king of the forums. And me, who has a folder full of evidence of him harassing people, and chat logs of stalking. People reported of having him blocked and still getting chat invites from him, or requests. You obviously don't know how stupid steam is with the block function. The only way to not get chat invites is to not share a group with him, and have him blocked.
This is pretty much the only barrier to being acknowledged. The rest of the stuff you wrote was cool but not really necessary. You could be lawliet pre-balls droppage and still force multiply using only this tip.
Its fine if you repeat it like twice because ,yes, sometimes you are a little bit too involved into whatever you are doing and might not catch an important piece of info. Spamming commands constantly though is an incredibly annoying and douchebag thing to do. Maybe you dont give two shits about how newbs will see you, but you most definately do not want to end up with vets on your team muting you.
