If it were me I wouldn't change too much unless you're planning to re-do the entire thing. I would simple remove the auto-spotting that was added a long time ago which would bring back the use of infantry places radars and would teach infantry to actually spot what they see.

A long time ago, everyone would spot infantries and tanks, build cameras and radars, now everything is auto-spotted and that makes people lazy.
The only flaw was the need to re-spot building, change that to make spotted building stay permanently on the map (or as long as an infantry has a LOS).
