I agree wholeheartedly with keef. The main problem we have with Empires is that any game with less than 10 people on each team tends to be a bad game. If we incorporated the bots, (we don't even have to tell the bots how to follow squad leaders, follow commander orders, or how to do things such as build buildings/place mines/sabotage buildings) we just need to have bots that can kill each other and other humans until the server populates.
If by create a new one you mean rip the NPC code from Source SDK and throw it in Empires half-assed only for it to fail with 500 build errors, then yes.
