This morning I found the cause of the lag issue that we were having since I moved over to the new server. My host was transferring a massive amount of data for the past 3 days and that is what was causing the server to lag so badly. I was getting pretty frustrated with it all, and I know it has been pretty frustrating for the players as well, and if I was a bit abrupt with anyone, I apologize. After speaking to one of the devs, I decided to keep VIPER at 40 slots. It was explained to me that empires works best between 32 - 40 players. So I will be following that advice.
Make it 42. 2 commanders, plus 4 full squads per team. Empires slot counts are best done with the results of (1 + (5xS)) x 2. S = number of squads.

Fast download still does not work for me. I usually end up leaving the server to come download the maps, which is a hassle
I agree its a hassle I tried making bz2 files but for some reason it didnt work. I will keep at it and not add anymore custom maps until I get it working right
It could be that your bz2 files work just fine but the redirecting to correct folder doesn't. That has been the issue on some other servers too.
I think I might have gotten it to work, but not sure, but that's good to know though there has been issues with it.
Yeah I have been having really bad lag issues in your server, hopefully its fixed. It was always at the worst time too, like when a bold commander would step out to try and kill me. It's that lag that freezes me but I can still hear people talk and see people moving around and then after a minute or two I hear that HL2 coming out of water sound. I love your server I just wish it didn't do that to me all the time.
The "coming out of water" is choking sound which happens when your server loses syncronizing with the server and freezes your game to catch up with the server again. This happens when, for example, you are in a team and alt tab for a long time and do all kinds of things and then later you bring the game up again.
But I don't do that, I will just be playing the game and walking around. So are you saying it can only be caused from the client side? If so what do you think is causing it? All my friends on steam bugging me?
I am glad you enjoy our server, but that's odd you are experiencing lag because everyone I speak to has been telling me how smooth and lag free it has been since I switched servers and lowered the player slot.
When did you switch servers? I dunno if I've noticed an issue recently.. But I think it happened last week. I will try to test it out today when I get home from work. edit: btw I love your sig haha
We switched servers about a week and a half ago, but the first four days my host was transferring a huge amount of data, so that could be why you were experiencing the lag, but since then I have gotten good reports pertaining to lack of lag.
