I took the day off just so I could get this out. The reason this is so important is because I coded a system to write a performance log of the server in real-time. It'll pump out a report every 5 seconds or so explaining just what is taking all of the server's cpu time. This should be beneficial to telling exactly what is lagging everything. One minute I think it's vehicles. The next I think it's turrets. I'm hoping to reach a conclusion once and for all.
