Quick. My stock AMD fan is running at 100% to keep my CPU from reaching the maximum temp (which is, according to AMD, 62c for the Thuban (T1055)) I'm not going to buy a really expensive one, so please keep it cheap. (Excluding paste) Any tips for a silent and effective one?

If you're talking dirt cheap yet effective then the Arctic Cooling Freezer 7 Pro Rev. 2 is probably the way to go, its like 15 euros and has been recommended for budget computers for ages. You can get self contained water cooling units for like 80 euros these days though.

Now, when I press the start button, everything flashes for about a half of a second and stops. Even the fans start and stop with it. I've checked all the cables and I'm pretty sure they're all in the right place. It's late and this is driving me crazy. I DID remove the cooler to see if I could fix the weird heat the CPU was producing. It was kind of loose, but it is fixed now. Anyone? *EDIT* Nevermind. Fixed now. The screws were too tight. /hardware rapist
I have an Arctic Cooling Freezer 7 for my Q6600, it's whisper-quiet when fan control is enabled in the BIOS.
i got one of those gigantic coolers that looks like a cylinder out of a motorblock. it has 8 copper heatpipes and its able to keep my cpu cool even without the 2 cpu fans. i need them only when playing games or compiling shit, for the rest the 2 180mm casefans are enough ...
A lot of the BigAssTM cpu coolers can be run without a fan, making them silent. Like the Scythe Mugen. I wouldn't recommend it personally, but most of them will still be better than stock.
I got a prolimatech megahalems with 2 140mm fans on 700rpm and a silent 1000rpm 120mm fan on the case just 2cm away. top, side and front are 400rpm 200mm fans and botton another 700rpm 140mm fan. All inblowing have dust protection. the only thing u can hear from the system is the stupid gpu fan. I know most of that is overkill, the system runs fine even when most of the fans are off.
Alright, so, I bought a CoolIT Vantage Advanced Liquid Cooler on a sale (75% off, couldn't resist). Good? Bad?
Because its a bad water cooler, 75% off of rip-off might not be a very bad deal, but you could've gotten a proper air cooler for the price you paid, like a scythe mugen, which performs a lot better as well (and can be used without the fan as I said in an earlier post)
Cheapest Scythe Mugen I found was 300 nok, while the Vantage was 149 nok. I could go for it instead, however, the only stores I found online with it, was out of stock. Not too late to cancel the order though, if you really care that much.
I cancelled the order due to it not being in stock. Silly hour sale... The status said it had over 100+ in stock, and I ordered about 5 minutes in the sale. Shit went fast. I'll see if I get a Sythe Mugen somewhere when I have some more money scraped together.
