thats the wrong conlcusions. we rather should expand on mass surveillance measurements to find out the responsible car and eliminate it.
Pedestrians need to be better regulated. Right now its a complete free for all - anyone can just come in to the country without having ever operated a pair of legs before and just start walking around and getting hit by traffic without having even completed any paperwork, one through any red tape or contributing anything to the road tax. It is high time we started issuing licenses to walk (in public areas) and should at least be a minimum age limit & a minimum third party damage insurance. Besides which it is clearly one of the top emitters of CO2. If walking & all other kinds of "non-vehicular" transport were properly regulated and enforced then people would only make the necessary journeys, therefore they would need to respire much less. This would leave the streets free of obstructions & have a further ecological benefit as cares would spend less time burning gas at red lights waiting for pedeians (pedestrian plebeians) to get out the way. This should be easier than ever before with the proliferation of telecommuting and home delivery services. Here is to a safer, greener, more efficient pedestrian free future.
