you say "i want to put X vehicles or what not on location Y and Z vehicles or what not on K" after that they have to move 1 field per turn, and you have to have 1 army on each land you control (like in risk) conditions are that you have enough resources + that you already have "something" on those fields (Y and K) already

europe is the best continent, compact but economical, and the fact that you are attacked from all sides makes people believe you are doing less well then you really are, so they concentrate on others first its mathematically proven europe is the best continent, sadly we will be playing on a special empiresmod board seen in the OP
I don't believe europe is best. Always I play risk the player being in europe loses one country before his next turn so he never gets the continent bonus.
