[2.15.3] Research Monitor

    The research monitor indicates "no research active" instead of "no active research!" when you have there is no research.
    Now I don't know which one is the correct phrasing, so I'd stick to what it was. (or change it to "in progress")

    Additionally I found a bug where if you have emp_sv_research_complete 1 it says "no research active" no matter what.

    No the bug is that the text is not the same, that's all.

    I thought it said no radar if you didn't have a radar. When did that change?

    Forgot to edit that part out, it's actually another bug, when you have emp_sv_research_complete 1.
