How will the lack of fixed wing aircraft be explained?

I do believe the vote for blimps or flying whales conclusively decided that flying whales were FAR more popular.

 

from a realistic point of view, flying whales would need a lot of balancing.
But definitly worth it ofc

How about mobile War factories mounted on blimps? you could even manufacture tanks while airborne, dropping heavy tanks on buildings and troops, crushing them.

 

YOur expectations for the blimps is far to high, they will not be there to dominate the battlefield but rather to augment it. There will be no blimp rush or "make 40 blimps to win the game" A good com will have to use his blimps strategicly in order to get the win.

 

Hmmm is there going toi be research in the game like "hydrogen to helium" upgrade where your blimp wont catch on fire if it gets hit?

Wow, its gonna be a rough update when aircraft are implemented. First of all, the blimps will be easy to balance, but with flying whales in there its gonna throw evrything off the curve. I say we all sacrafice a emp_recruit or two in hommage to the task the empires team has ahead of them.
