unable to connect

ingame: version 2.32 rc1

invalid steam-user-id-ticket
after 6-8 retrys from steamfriendconncets and ingame commands
disconnect: server uses different classtable

tried also wiping empires and reinstall by *.cfg at time of pug again, no change

after i close empires from ingame-exit, steam recognises me still as ingame with hl2.exe running idle in background.
after forcing close of hl2.exe steam regognises me as source-sdk2007 running, while sdk is not running or any other process then steam.exe.
forced close of steam.exe and restart is required.
with and without administratorrights has no affect, dataintegrity checked, other programms/system etc checked
win7 64bit, steam standart version
