Radar stealth hides vehicles from specs

    1. Have a friend play as scout, pick radar stealth, join a team and make a tank.
    2. You sitting in spec will not be able to see the tank icon on the minimap.

    Trying to figure this bug out. Allowing spectators to see radar stealth vehicles on the minimap also makes BE vehicles disappear. Pushed my commit to the "fix-spectator-radar-stealth" branch if anyone wants to take a look at it.
