Currently, while standing in a nobuild area, you can't even select stuff to build. for example, you are standing in a nobuild zone, you want to select walls, run out into a build zone, put the walls down. but you can't. you have to run out into dangerous areas any THEN open up the build menu, select walls, and put them down. this is especially for urban chaos
