After crashing between the com vote and spawning, my box locked up and I had to restart it, I dropped from 30-40 fps to 9-10 while in any sort of action, looking at the skybox has a similar loss of fps, was 200+, now is around 20.

Lowering the video settings did not help.

    Restarting did not help
After the crash, I have tested portal and HL2, both have normal fps

Has anyone else had this problem or know of a fix?

Try adding the -autoconfig parameter, starting, then removing it.

It resets your graphics settings to, "automatically configure," the best settings for your hardware.

My fps is down again, same cause (crash).
FPS is between 9 and 13, but can go as high as 20 if im looking at the ground with nothing around me.
    So far I have tried:
    Restarting
    -autoconfig
Reinstalling empires, video drivers, network drivers, sound drivers
    Defragmenting

This time, all of my games have lost ~80% fps (60ish to 10ish fps).
    Any suggestions?

Demons have possessed your computer. Exorcise it by dropping it into a bath of holy water.

You have to cleanse it from any Omneh's map, those are FPS black holes, if you got them on your pc, all games will suffer from low fps.

That is the last option, but it only solves the issue now, I want to find the underlying cause.
I have had this problem come up every now and then, but it keeps coming back.

After reviewing the netgraph, the "in" value jumping between 700 and 1100, not sure what that value is but it may have something to do with the low fps.

    any ideas?

    Are you using a k9?
Because I've got the same problem. A restart is a temporary solution but I cant do it every time I encounter that bug~

+showbudget. If there isn't anything that eats a lot of time it may be a different process eating CPU.
