    I have a pentium 4 processor, 2 gigs of ram, and a geforce 6800.
The framerate drops to unlpayable levels with more than 20 players. How can I fix this without buying new computer parts?

Hardware wise...that is your problem. The Source engine is VERY CPU dependant compared to other engines.

Upgrade your PC, I have a 7600 (Very cheap now) and I can play empires on full with any amount of players.

Then there's the other problem: I press ` (I know this is the correct key because I checked the controls) but I cant access the console, period.

    It is on by default.

If its disabled, you need to reinstall. I'm gonna start a thread in bugs about this, I had the issue once.

To fix the console issue...I just reinstalled because I was too lazy to find the config file at fault.

the easiest way of getting the console is to add -toconsole to the start parameters, the game just start with the console already opened

There are 2 missing options, which used to be in Options->Keyboard->Advanced, but are no longer there due to Keyboard being gone. Putting them in Options->Multiplayer->Advanced is an easy fix. (one option is the console, the other option is "fast weapon switch")
