Had two micspammers on my team today. Even though I muted them my team didn't, meaning I had to listen to them whine. But when I feel like pissing people off in crap games like TF2 I use SS.
Use Goldwave batch converter instead of producing shitty over-bassed over-amplified micspam and giving the rest of us high-quality spammers a bad name. There is a batch conversion system in Goldwave that is superior to the others in every way, as well as being much much faster. I can convert about 20 files in 60 seconds, all with -22dB filter applied, so as to produce better quality.
I like dbPowerAmp because it has a right click context menu that allows you to batch convert a folder. It also has DSP effects to reduce gain, but you'll have to download those seperately. Another nice function is that it can create a folder structure dynamically. But for best effect you might want to download a batch id3 tag editor like GodFather.
I use the batch converter in Goldwave Trickster was talking about. The program of choice is HLDJ because it is superior in every way thinkable. (Other than in-game sound quality, which isn't different)
