They're point entities and they should be on the list on the right when you take the entity tool(shift + e) from the left.

Only add Empires.fgd, otherwise you might get problems, the other 2 fgd's are included anyway(empires.fgd includes halflife2.fgd which includes base.fgd).Half-life2.fgd isn't exactly something you need since just about every entity in that fgd isn't in Empires anyway.
