Use a new installer from steampowered.com, don't use the one you downloaded 5 years ago when you installed steam the first time. Apart from that i can't think of anything that might cause steam to not install. Vista was the first OS on which i installed steam that actually did it from the first time and in only a few seconds. If you internet connection works fine and doesn't restrict steam access everything should work.
