I have the same problem with a default installation path.
I think the the current revision is broken on the svn, revert to about rev. 1730 and it should work. Someone should fix it, class system is broken in the latest revision i think. (Errors in console when trying to start a game)

Also is there a way to view the vehicles in third person while driving them? I need to see the wheels spinning to figure a few things out.
If it's imperative that you use the SVN, then you can copy the contents of hl2bin into the bin folder and then run "hl2.exe -game .\".
There's little reason for most people to use the SVN thought; the beta works if you just run it as you'd normally run Empires.
You could *try* "thirdperson" in console but keep in mind that it's completely unsupported, gives incredibly screwed up player animations and I'm not even certain if it works for vehicles.
So I've started trying to get new models into the SVN but for some reason it's not working anymore, it just crashes to desktop and gives me this error:
Make sure your svn is up to date. That's probably some issue with the custom vehicle surface properties that were added a few months ago. I'll help you troubleshoot when I get home in four or five hours.
