fix stopping power for scout rifle

    Walking around on the map, then getting sent 3 feet backwards is pretty annoying, and the scout rifle is basically a peashooter. Most guns have ridiculous stopping power actually, but the worse is with the scout rifle.

    Or just remove this thing for good now.

    inbefore getting banned for not wanting to repeat same arguments for the fifth time
