While playing with the empires client version 2.26.1.1031 on the map emp_slaughtered I was observing a refinery in south mid of the map in the unbuild state (yellow smoke above the refinary and yellow on the minimap). If I tried to build the refinery the yellow progress bar did not move up. Also, according to our team commander, the refinary was in the build state. So I think my client was displaying a wrong game state.
This might be a one-off situation, I was experiencing heavy packet loss throughout the entire game and I had a lot of custom files installed. I even crashed when I later replaced that refinery, so chances are it won't happen again. I hope. (I was the commander.)
