It's just the CSS one, same with every game, swapping to pistol and back to fire it quicker by skipping the animation, it's the only weapon that takes that long to fire so it's the only one you notice. It also gets rid of the delay where you're scoped after you fire. It's not an empires exploit, it's a source engine exploit. Much like wall-running was.
I think it could be setup to check scripts. Take a look at this. A better solution is to use ICE for the scripts.
See, I don't edit the actual scripts that the game uses. Yes, sv_pure does check scripts as well. When I started using skins, some of the cal# dust2 servers kicked me because of a different game_sounds_manifest.txt, or something similar. The way I script it is using valve's developer console. These are the key commands: Wait Alias Bind (HURRDURR) +|-attack
