Fuck man, even I didn't know that. Nor do I believe it, or at least, there's nothing in the scripts to suggest anything like that at all should happen. Infantry don't have a speed to damage modifier. Also, let's be honest, even if it did, it's a lot easier to just move out of the way rather than run at it.
You sure you werent a gren with health upgrade? gren damage resistance + health upgrade can save you from rpgs.
I use to actually try to "catch" rpgs whenever i saw them being dumb fired near me for my own entertainment. I would say TOUCHDOWN if i got hit by one.
Every time I think I know how that game works theirs another insanity coded in the backround that messes everything up. It was a prone scout so I guess it has nothing to do with it cause usually it does 100 damage on prone enemys.
Running at the RPG gives a speed reduction? What kind of shitty-ass code makes you take less damage when you run towards it? Shouldn't it be more damage for running at it and less for running away from it, because running at it increases the relative speed and running away decreases it, if anything?
It messes up the position of the rocket's splash radius in relation to you, increasing the distance from the splashes origin to you, lowering the damage slightly.
