    Right-click "Empires 1.07 Beta" on your Games list in Steam, choose "Properties", then click "Set launch options..." button and put in any parameters you like.

    For example, mine reads "-novideo -applaunch 220 -heapsize 1024000".

    It can be also edited in file. Krenzo wrote how to do that.
