I make my layouts in notepad, but I do like to use adobe GoLive aswell, as its css style editor lets you quickly complete a website, it also lets you use smart objects from illustrator etc, so a pretty good program, unless you actally want to design a website :p

Except note pad is harder to seperate HTML/CSS from PHP...and doesn't have stuff like an FTP client built in. Furthermore, it can't do inline debugging like Zend can (As in, debugging Visual Studio style, which watch variables and such.) Every web coder I have come across that does web work on a regular basis (and uses PHP) uses a IDE. ASP.net guys get VS by default, and Ruby on Rails has a special editor as well. Point being, if you do a lot of coding, notepad is useless.
