If the designated commander is in the circle but not in the Command Vehicle he cannot be kicked from his position.
It should be modified so that the "commander bar" (top left) still show that there is a commander as long the designated commander is in the circle and you should be able to kick him.

This is a NUBS only plugin isn't it? You should talk to Creeper or DocRabbit and see if they can help.

Ah, so if there is a votekick in progress, the commander can just hop out, so that the votekick does nothing, and then still nobody else can enter the CV while the commander is inside the ring? Does the votekick really do nothing in this case, or can the "kicked" commander himself also no longer enter the CV?

you just can't votekick anymore, so if the commander wants to grief by avoiding votekick he can just exit the CV and stay in the circle and go AFK. Until someone nine mines or push him or ungrief.

Moving thread to closed bugs. This bug only occurs because of a a server plug-in that isn't shipped with the game.
