Should it not only reload weapons that have used ammo? Either that or weapons that have used ammo and are currently active. Reproduction. Build an apc with a mg and gl, bind the weapons to different slots. Fire the mg OR gl for a bit and press r to reload. Both weapons are reloaded and a mag is dumped from both (including the previously fully loaded weapon)
