Do the developers already have a plan about the next release? Even more balancing? Add some of the 1000+ suggestions? New models of buildings or tanks? Aircraft? ...

Not sure how much can be said, but at least 1 key element of the game that is presently, arguably, broken, is being revamped. What I am talking about, I am sure people will love if it makes it into 2.25 (it's another one of Drag's side projects). Have faith or ye shall be struck down by the wrath of Thy Good Lord Krenzo.
For a moment there i thought u meant jeeps on rails. I tried to figure out what's fun about that or if it could have been a joke. Then i saw "recoil" and all became clear.
short term is AFV balancing, and balance in general. I believe there is work on destroyed/semi destroyed models for buildings, as well as some other code things (like server side building costs). Probably some further optimising for 64 players. Mid term is the revamp of scout, as well as the research tree. Chris' suggestion and model for the spotter tower thing that gives targets is also in the dev thing. Maps too, can't have enough good maps. More of everyone's favourite thing too - MKIIs, like med MKII. Long term is major gameplay changes, aircraft, boats, that sort of stuff.
and i doubt there ever will. 2.25 just needs some bug fixed (theres a couple I haven't got around to posting).
if this is the element I think it is, the way it is being changed will end up making the game even more boring I will be beyond suprised if it works

Anyways from my point of view: Certain: - Unsuck the AFV, probably removing the improved standard cannon - Usual bug fixes - Technical (performance) stuff - Tons of bad things and some hardcode bans (prolly hotfix) Maybe: - More visual aids - Community made stuff (NF rax?) - Listening posts - 1 or 2 new official maps (it's always hilarious to watch the flaming about it ensue) - Working linux server -.- Unlikely: - New AFV model if its done - Implement one of the available research trees - Armor revamp - New weapons Nope: - Scout revamp is on ice, no modeller - Aircraft (duh) There is more than this on a fancy official list I won't give you

Tickets can be set by server operators. Empires servers usually are populated by player amounts ranging from 24 to the serverlimit. So I think its generally possible to adjust tickets to the amount of players there are. If thats not the case some server guy could make a feature request on mantis I'm sure its easy enough to implement some scaling based on player numbers. @newguy: I put the first and the last up for CB or Beerdude to look at. The others are crap/annoying.
is it that hard to throw up 100 polygon models and not bother with animations because animations are for babies
