Thanks for reporting this issue. It's a very old bug that never had enough priority to be fixed. Once any player enters the command vehicle the brakes are turned on again. Has anyone experienced gameplay issues due to this?
It might be that this is why the command vehicle sometimes jitters and moves slightly during commander vote on certain maps. It's a primarily visual bug that you have to look out for, but it's there.
