[2.9.0] Building limit bug

    So there is a problem with the building limit. even when you recycle buildings you can't place any more.
    current base

    This is quite game breaking. and needs to be fixed fast.

    Ok, figured it out. Repro steps:
    Make a server with turret limit 2, build 3 turrets.
    Now you can't build other buildings.
    So that's two bugs.

    Moving to closed bugs. The patch just went live to fix this.
