Ok , I re-formated my hard-drive and it was wiped clean . So I proceeded to re-install steam. I installed everything in the following order : -Team Fortress 2 *irrelevant* -Half Life 2 -Source Tools *base , regular , and orange box* -Empires 2.2 main client -2.21 patch -2.22 patch Even after all of that I get that same error. I decided maybe some settings were off , so I just installed 2.2 , then joined one of the empty servers still running it , no problem. I downloaded both of the patches off of empiresmod.com so I do not think that is the problem. I have simply tryed to re-install by deleting the entire empires folder in the sourcemods folder , no dice. Help me please!

Something I just thought of: Start Empires -> Options -> Multiplayer -> "When a game server tries to download custom content to your computer" Is it "Allow..." or "Do not download..."? Maybe the heavily customized servers require it to allow downloads?
I checked that and it was set to allow.. I bet if axeman installs it all agian and trys to make his own lan server he will get the "OnGameRulesCreationStringChanged: missing gamerules class 'CHalfLife2' on the client" error too.
Forgot to post back yesterday when it was fixed. I just downloaded that file , and whalla! magically fixed , thanks alot.
I am having this same problem, have no problems with any other Source games, and have downloaded and installed the suggested file. Any other recommendations?
I'm getting the same problem. When I try to download that Microsoft file, it says it is "Gathering the Required Information" then quits on me. Help!
