Why are their terrible/broken textures on district and streetsoffire?

Why do the textures and surfaces in district and streetsoffire look so screwed up since steam release - before release (I had both 2.31 and 2.31a) The maps looked decent, but since the release my city scape textures have turned into strange black and gray surfaces that drop my fps from ~80-100 fps pre-steam release to about ~20-40 jumpy post-release:

I've tried copying several folders worth of files from my old copy of 2.31a to the new empires but nothing I have taken from the old map files seems to phase these fail textures - any ideas? I basically have copied everything with the name streetsoffire and district from the pre-release over to the respective steam release files using the search function, but that doesn't seem to be working.

    I believe Dx9.5 causes this.

    It's being worked upon.

btw - I've been messing with the in-game video settings and found the ugly textures get cleared up if you switch the "Shader detail" from low to high - the only problem is the huge frame rate drop off still exists -> anyways thanks for checking it out, anyone got a quick fix or way to alleviate the problem using console commands/cfg files to lower gfx output to boost frame rate in urban settings?

Yes you're turning parallax mapping on which drains a lot of GPU.
When you turn it off the engine gets confused and draws black because we have no fallbacks.

We have fallbacks and they worked perfectly. People started reporting something since release on Steam.
