You should be able to order it at most stores, and it costs so little these days.

No. In order to play a Valve game, you must create a STEAM account. When you buy a game in retail, the dics are there solely for the purpose of allowing you to directly install the files instead of downloading them. The discs with Valve games honestly mean shit all, the CD key inside the box is what enabled you to play the game. The CD key is permanently bound to the account you use it with. Once used, it is immediately removed from the list of activateable CD keys on the STEAM servers.

Short version: The key in the box is single use. It is attached to your STEAM account and can NEVER be used again. Only YOUR steam account can be used to access the game.

One steam account will enable you to play any game you have on any computer. It is also possible to play single player games on more than one computer on the same steam ID, but you have to unplug your internet and force it into offline mode.

I bought my copy of HL2 in Walmart back in the day when HL2 was first released...if walmart doesn't have it, Gamestop or similar most assuredly will.
