That's about it, kill an engineer building a refinery as a scout and there's nothing you can do to the ref short of tossing stickystuns at it.

since when are scouts anti-building? They cant kill buildings, DoT kills them anyways, if its unbuild then its harmless it applies only to situation with alone refs and scouts, so it should be extremely rare situation, its really no problem if it would work as you say, but i think it would be just a waste of time.
Its not a waste of time. Say an enemy is building a rax out in the middle of nowhere and you are on the way the the enemy's main. You kill the guy but because its not fully built you can't do shit to it. Leaving plenty of time for the enemy to return, kill you, and resume building. Sure you can call for reinforcements but how likely is it to come before the guy you killed gets there?
Within the context of the original sabotage, it makes sense. The original sabotage disabled/debuffed the building. When the building isn't functioning there's nothing to disable. Just because 5 times the DPS got shoved up sabotage's ass in 2.23 doesn't mean that its an entirely different skill.
Though it also halved a building's hitpoints, which could be useful for preventing the construction of an unbuilt building. (Besides that, I wants mah sabotage points!)
Destruction of unbuilt sabotaged structures with sabotage (sabotage does the last blow) should refund the resources to the other team
I agree scouts are an anti building class.. So are engineers. Not the gren's dev's! Make the grens anti tank and anti inf! The suggestion is alright.
