First, I just thought it would be nice to have you guy host an svn to make it so if one of you guys were bored someday you might help out some. I'll just use sourceforge svn then. Second, model and texture exporting is very easy. (I don't give a shit about the half life 2 map textures, ut3's are just fine) Third, THERE ARE WORKING HOVERCRAFT IN THE UDK SAMPLE FOR GOODNESS SAKE. Unreal engine 3 can have a height granted Source has a lot for documentation right now because it's been out so long and UDK is a desert. But the basic framework can easily be done right now Fourth, I can help you guys out with the latest version (if that's what you are asking). But most of empires needs to be redone to be the best RTS/FPS game ever. Might as well start on its future now.
Rays are pretty much what hitscan is, I just thought you were wrong is all. And you are rarely wrong to be fair.
It will not become DNF if there is another engine change I believe development for indie games from now on are going to be from this generation of software. Farther down the road will take rooms of people for anything.
Oh I have nothing against UDK, I played with it myself, but there's a sore lack of effort and I doubt one person (you) can make the entire empiresmod in UDK.
Shaun my advice would be to just borrow ideas that work from Empires and create an entirely new mod. New factions, new units and new weapons would be a good start, as being bound to existing content will cause people to compare it to the original all the time. You could call it a spiritual successor I suppose. As for a team I guess you could try asking around gamedev.net and the like. Asking for help here isn't the best idea as the people who are good at certain aspects of mod development are already preoccupied with Empires/Life anyway. As already stated, If you want something done - do it yourself.
How about "Robot Empires"! Barracks would finally make sense as they would be building robots rather then magically making people appear. I would greatly prefer to keep it in "empires" world though.
Call it placeholder empires. Everything is made from technicolor cuboids, cylinders, and spheres. (On the plus side, development speed is enhanced by 800%.)
No ones ever seen the inside of the barracks in a rts though, for all we know there could have been pods of cryogenicly frozen people in it
