I played the american version, even though I'm canadian. The last election in Canada bored me, sadly I study political science.
In real life, I'd want the US government to be more like the Canadian government. In gameplay however, I enjoy the US version more because it feels more natural, and I find it more fun than playing with a seat system.
oh but the seat system requires a larger amount of stratagy, i havn't played it, but if you had to place certain MP candidates against others. what if you formed the gov but all your smart candidates lost and you're left with a bunch of unqualified MPs, like Monte Solberg or Steaphan Harper
I will admit that PMF:C is much, much harder than PF. But that's because the AI is beefed up, and much more aggressive than in PF. It'll be a safe bet that the AI in the PF update will be dramatically improved from it's current state. Edit:
