Messed up Controls options on start-up

Not sure if it's been posted yet, but here is the screenshot of the "Empires Controls" screen under Options main menu:


It looks like a hodge-podge of all profiles. You need to switch to another profile and back to "All" in order to get the proper "All" profile. Unfortunately if you re-map any of the keys on this messed up screen, they will get assigned to seemingly random actions.

I will post this bug in Mantis in a few.
