I can't make a listen server because apparently I need to do some port forwarding. However I do not know how to do such a thing. I've been told that it's different depending on the router I use. I have 2wire and my computer is directly connected to it.

    Can anyone help me?

The port is 27015 by default and you need to forward TCP and UDP packets.

    http://portforward.com/

Pick your router from the first page, and the game/program you want to configure it for (e.g. Steam Client) and it gives step by step instructions (with pictures).

I'd also recommend downloading their port checking program to ensure that the port is actually open.

If its not, here are some other things to check
    1. Firewalls: Some firewall programs (including the default windows) can also block ports. Make sure to make an exception for Steam in the firewall
    2. Modems: I've also had problems with some modems that have built in firewalls blocking ports. You may have to also log in to your modem and put an exception (or disable) those firewalls
    3. Shitty ISPs: Some ISPs also block certain ports. If you've checked all of the above (and its still blocked) call your ISP and see if they block ports. If so, you'll need to switch ISPs to one that doesn't.

Edit: I'm a little confused on your internet setup. Is it like this
Cable/DSL socket (at wall) -> modem -> router -> computer
    or like this
Cable/DSL socket (at wall) -> modem -> computer
I just assumed the first because you said a router, but you might be confusing routers and modems. If it plugs in directly to the wall, its probably a modem. Also, can you post the 2wire make/model number

I've downloaded that software program that tells me whether or not my ports are open. It says that port 27015 TCP/UDP are open, but it's not able to ping my router?
