The grass (the ones that always face you) is just sprite image that some texture has assign to it self
and the plant and everthing else are just 3D models.

You can use a prop_detail entities for none-solid ones and prop_static for solid ones.

I think this is what you are looking for
Both 2D sprites and 3D models can be placed by this method.

You can use you owned 2D images with the that tut to make the sprites that always face you but for everything else (3D stuff), you need a 3D modeling program to make them.

If you give me some foliage textures, I will be able to make some of them.

I don't know of one. What are you having problems with?
Don't be intimidated by all the detail.vbsp entries, you can pretty much just copy the example one.

And yes, modelling software must be used to create the models, but they can still be placed via this method. It would take a long long time to place every prop_static by hand.
