I downloaded 2.0, installed e.t.c, then when I go to join any server the bar goes about 3/4 full then it says there is an engine error:

'OnGameRulesCreationStringChanged: Missing game rules class 'CSDKGameRules' on the client

    any ideas?

You're sure you downloaded the client and not the server? Have you tried running your own server and seeing if that works?

Yes, the filename is empires_v2_client. I got it from:

    http://halflife2.filefront.com/file/;84722

Also, the 'controls' tab at the main menu is slightly to the right of the rest, and when clicked on makes the clicky noise but does nothing.

no it's the unmodified sdk base :P
I suggest you guys reinstall the game with an installer downlaoded from the official site/torrent
    and see what happens next..

Just downloaded it via torrent. No change. Still same error and controls option slightly to the left. I checked Hl2 deathmatch folder for those mdumps whatever files, but no new ones, all from 2006 so I have no idea

Also, when I alt tab back and forth the menu background changes to that of the lost coast little village, with the menu options on the top right corner touching the edges of the screen

Alt-tabbing always messes up Source games.

That's not helpful, you know...it will only serve to aggravate the OP and other people with this issue.

Only if I tab RIGHT as the menu loads...otherwise, I'm good. Might be a vista improvement though, but I doubt it.

Def sounds like a bad install guys....you may need to look over your install folder, make SURE the delete the old files, recycle them....then install. Install should go into steamapps\SourceMods\Empires

If you want, I'll make an MD5 hash of the proper installer so you can check yours. Try reinstalling SourceSDKBase.

MD5 hashes are used to check whether a file is actually what the maker of the hash file wants it to be..
In short you can use it to check if your empires install file is ok.

but of course if you download it using torrent you won't have to use the md5 hash..

I have been trying to get Empires to work on my little bros machine and I have come across this same error.

After the error pops up it registers as an engine error.

So I compared all of my files HL2, Steam, Hl2 D, Empires, SDK, ect... to my own on my machine where everything runs perfectly.

There was a difference in MBs compared to the folders and number of files. So I gave him all of my files and everything matched up correctly, yet the error still came up

I think this is the cause because of one or two things,
    1. He is running on a 1.3 AMD Athlon CPU and for whatever reason something it not working. *shrug*

    2. Most likely, He does have a copy of HL2 but installed from D/L from Steam. Deathmatch also installed from Steam over the internet. Is there a difference between the internet steam install and the hardcopy cd/DvD version? I think this may have something to do with it, unless the copy that he has does not allow SDK base mods... somehow i doubt that...

Does anyone know what this missing file is and what it does, located?

There is no difference between the download and the disk install of HL2

SSE is required by Empires. It sounds like he's using an old AMD CPU that doesn't support SSE.
