It's an effort to make weapons more skill based if I had to guess, or rather raise the skill ceiling? I forget what the term is called. Kick has been increased for nearly everything I think. Damage has increased for quite a few weapons too, along with minimal damage meaning long range is more deadly. That's what I think anyways.
