The idea is that the engine and the armour of the CV will improve with research, hopefully allowing for an increase in commander power which keeps pace with the development of the game.
Each time you research an armour the CV will get that armour's bonus (regeneration from regen, more plates from composite, etc) and an increase in armour health. Similarly each engine research will make it move faster, possibly the various engine bonuses could be added as well.
This means that you can reduce CV rushing by having the CV move fairly slowly (about as fast as someone with speed upgrade) at the start but when the first engine is researched the CV can now move much faster, to evade tanks. This coupled with the 1 minute delay would remove CV rushing as a common tactic.
This should be balanced by the fact that if you go for nothing but armours (for a super strong CV) the enemy should have either weapons capable of destroying it, such as rail guns or nukes or have a similarly armoured CV.
    Pros:
    • Allows a gradual increase in commander health and speed
    • Reduces early game CV rushing
    • Stops one tank being able to take out the CV
    Cons:
    • Needs to be balanced carefully to stop CV becoming overpowered
    Alternatives:
    • Could reduce CV hull strength to compensate.

Unfortunately, this has been suggested many times before. We always concluded that this would benefit the enemy team too much, as they would receive more resources and thusly be able to do more research.

But if they waste their resources and research time on surplus engines and armour then that gives the other team a chance to catch up as a vehicle can only have 1 engine and armour, if they do not then my suggestion does not come into effect.

How about, what the enemy team researches that becomes your teams CV armor and engine. So the weaker team can have a stronger CV, and the greater team can have a weaker CV if your team isnt doing much research?

The only problem with that idea, spooky, is that it doesnt make any logical sense.

"Here, you can have our new composite armour upgrade for your CV, just to show we care..."

They'd research regen and bio weapons, just to screw with you.

How about making the first armor researched the cvs armor?

It'd be neat if you could pay a large sum instead of having it automatically come with the research.

And this should really only apply to armors; engines would be kind of strange, and comm rushing would be... Interesting... with, say, three phase.

They'd just go straight for medium tanks and weapons.

BE Com: "Why haven't they researched anything yet?"
    BE Scout: "Sir! Tank rush!"
BE Com: "Protect the CV! I'm too slow; I can't get away!"

NF Tank Pilot: "Please, please, please, please don't let there be any minefields."

By the time that you have a radar up the chance for a CV rush is over. On stock res servers the radar is so expensive that it usually only gets placed after the forward barracks and refineries have been built. The radar seems to mark the turning point between the captuing of undefended territory and the pushing the enemy back off their teritory.

The large sum would help teams with more resources whereas this would help both teams, and it would probably not be worth the resources unless you are swimming in res as more tanks are always better than a stronger CV which should not be figthing.

If BE don't research anything then they deserve to get beaten up by standard armour/engine tanks.:p
