Basicly it becomes like that when you play on emp 4 all (as an example) and there is almost no spectators, your name doesn't always fit in the commander vote screen. So sometimes people can't vote you into commander by any chance.

nah I think you too often would accidentally click the wrong person up to several times then because he just got swapped to another position, I already do that one or twice every now and then, because people join and leave the team, and if they begin resorting all the time, it would be impossible to vote right I think
why doesn't the box scale to take up the number of people required, i mean it doesn't even take up the whole screen height atm.
Not really. Since many people won't know to scroll, it's much harder to get comm if you happen to appear low on the list. It should really be a bit bigger, since we have the room.
