Moonchild's fix combined with Jephir's script did the trick for me.

probably only downloading the update into common folder

try copying and replacing empires from common folder to youraccount folder after you finish updating

I just finished updating it through my second shortcut in my steamlibrary and i can normally execute the game from steam.
it isnt the official shortcut it doesnt show my friends ingame and who plays the game and etc... it looks like a mod shortcut

EDIT: second shortcut because i had empires SVN Sourcemods folder

    Nothing in Common folder.
But I did find alot of stuff in :
    D:\Program Files\Steam\steamapps\downloading\17740

    bin
    empires
    hl2
    patches
    platform
    sourcetest

No sense copying them over since they look like what was put into my Empires\Empires folder with no hl2.exe and many empty folders.

I think steam just puts stuff there it downloads atm. Games get moved from there to the actual path they are supposed to be at. Either your download isn't finished or steam messed it up.

I know. I was confused aswell and I did a clean install too, due to the messed up patch. But as I said it works for me.

Just copy those folders into youraccount\empires
    must work!

execute it through bat file in youraccount\empires if you dont have the same shortcut like me in steamlibrary

(official shortcut doesnt work for me also)

no you have to execute the batchfile in the source sdk base 2007 folder. There lies the hl2.exe therefor it can only be executed there.

oh my god i was wrong...
i have that shortcut because i have the SVN in Sourcemods directory
So it updated that folder through steam

try putting empires folder there and try restarting steam and update it?
EDIT: nah that seems to be older test version of empires
that SVN folder confused me :(

to be on the sure side. do as i described. delete everything related to old empires. redownload it. check common, move it to your_user_name and use the batchfile in source sdk 2007 base. I think thats the only way not to confuse stuff. And the way it worked for me.

So, I haven't got mine working yet.

I had the problems Moonchild mentioned, and after trying his fix, it still didn't work. I just tried validating and Steam said I needed to redownload like 9822 files. I don't know where those files are going to save to this time but it's 1.4gb.

well for me the batchfile in sourcesdk 2007 doesnt work
so if anybody who tryes this and the bat will not work...try putting it in youraccount\empires folder if you have hl2.exe there like i do

have you checked your downloding folder? Maybe your empires files somehow get stuck there. Check it after you finished downloading your integrity files and it still doesn't work.

I renamed my empires folder. Guys - you have to be very specific when you give instructions. I found out that due to the license agreement Steam does not allow you to uninstall any games. So rename your folder - located on the drive you installed like c:

READ THIS BEFORE TRYING AND DECIDE IF YOU WANT TO WAIT. I am half way though reinstalling. I will update this when done. It's coming down at 1.8MB a second so maybe 15 more minutes.

Shut down steam. If it says it won't shut down because empires is still running - then reboot.
    I renamed mine to:
    C:\Program Files\Steam\steamapps\justgofly\Empiresxxx
    Start steam
    Press Games in menu
right click on Empires and say "Properties"
    "Local Files" tab
    "Verify Integrity of game cache"

This will force a download of empires.
    That download goes to:
    C:\Program Files\Steam\steamapps\downloading
    then moved over.

It will take a while to do this and it might not fix anything if the patch is bad.

If the new empires works - deleted Empiresxxx - that you renamed earlier.

Lets hope we can get this great game back up. Unfortunately you lose more than 1/2 of your installed base who won't find these posts.

    Download completed. 3.1 GB.

    It put the files in:
    C:\Program Files\Steam\steamapps\common\Empires\Empires

It failed to download HL2 so the download all of the supporting files so it won't work even if I move it to :
    C:\Program Files\Steam\steamapps\justgofly\empires\empires

I copied over all the supporting files from my backup - please note the difference in the directories:

    they were put here:
    C:\Program Files\Steam\steamapps\justgofly\empires
    bin
    config
    hl2
    platform
    sourcetest
    hl2.exe
    and a log file

It is very likely these are incomplete since my original files were missing many components.

    End result !

It won't run from Steam, but will run from the batch file:
    C:\Program Files\Steam\steamapps\justgofly\Source SDK base 2007\Play-Empires.bat

    containing:
    "C:\Program Files\Steam\steamapps\justgofly\Empires\hl2.exe" -game ..\empires\empires

Now it says that my maps "differ from the server".
